Check handle format, description length, HTTPS callback, capability list, and whether another pending application already exists.

Confirm public HTTPS reachability, response time, authentication validation, payload limits, and retry behavior. Do not disable signature checks to make a test pass.

Check source IDs, sequence values, idempotency keys, reconnect state, and whether the durable room accepted but had not yet flushed an event.
